Castle Rock homeowners deal with some of Colorado’s harshest roofing conditions—intense hailstorms, strong wind gusts, and temperature extremes that quickly wear down older roofs. If you’re planning a replacement or repair, here’s what you need to know about Castle Rock’s 2024 reroofing guidelines before starting your project.

🔍 What Are Castle Rock’s 2024 Roofing Requirements?

The Town of Castle Rock has strict building code requirements for residential reroofing projects. Here's a simplified breakdown:

✅ 1. A Roofing Permit Is Required

All re-roofing projects require a permit — no exceptions. This includes complete tear-offs and any repair involving more than 25% of the roof.

✅ 2. Tear-Off Is Mandatory

Castle Rock requires 100% tear-off of all existing layers — including old underlayment, decking overlays, or nail-over jobs. No overlays are permitted. Partial tear-offs must be approved in writing.

✅ 3. Ice and Water Shield Is Required

An ice and water barrier must be installed per 2018 IRC Table R905.1.2 and R301.2(1). Exceptions are made for detached, unconditioned structures.

✅ 4. Drip Edge Must Be Installed

Drip edge flashing is required at all eaves and rake edges of shingle roofs. Must follow IRC R905.2.8.5 guidelines.

✅ 5. Mid-Roof Inspections Are Required

Inspections must occur when the roof is 100% dried in, but no more than 50% completed. At least 5 rows of shingles must be installed before scheduling a mid-roof.

⚠️ Important:
Roofs cannot be finished until the mid-roof inspection is approved.

✅ 6. You Must Provide a Ladder for Inspection

Ladders must meet OSHA standards and be safely staged at the site by the permit holder. Castle Rock inspectors do not provide ladders.

✅ 7. Inspections Happen Rain or Shine

The Town performs inspections regardless of weather, as long as the roof is safe and accessible. It's up to the permit holder to clear snow, ice, or debris if needed.

✅ 8. Someone Must Be Present (Or Grant Access)

If no one is home during inspection, you must:

  • Be sure the ladder is accessible in the backyard, and

  • Post a signed permission notice at the door, gate, or fence

  • Dogs must be confined separately

✅ 9. Wind Speed Rating Must Be 115 MPH

Castle Rock uses 115 MPH wind speed rating with Exposure Category B, per 2018 IRC (R301.2.1.4).
